Program / Department Summary
- The Small-Town Water, Sanitation, and Hygiene (STWASH) Activity is a five-year initiative funded by the United States Agency for International Development (USAID). The Activity is to support sustainable improvements in access to basic water and sanitation that are necessary to facilitate ongoing recovery, peacebuilding, and economic development within Nigeria. The program has three interrelated areas of intervention.
- As a foundational approach, STWASH focuses on expanded access to water and sanitation facilities and strengthening capacity for small-town water governance covering the states of Borno, Adamawa, and Yobe (BAY) in Northeast Nigeria.
- The overarching vision of the activities in the BAY states is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments to provide essential WASH services and create and sustain enabling environments for Small Towns Water Supply and Sanitation Agencies and Water Consumers Associations to operate effectively. In addition, the STWASH Activity expanded to implement water utility infrastructure projects in the three southern states of Abia, Delta, and Imo.
General Position Summary
- Reporting to the State WASH Utility Engineers, the WASH Site Supervisors will be responsible for ensuring the on-site supervision of high-quality WASH infrastructure in Delta State, maintaining set engineering standards, codes and protocols, and Mercy Corps quality standards for all STWASH construction activities. The successful candidate will support the implementation of the planned Southern Expansion WASH infrastructure in Delta State.
- S/he will support the State Water Agencies (SWAs) and State government focal ministries to deliver on the project’s goals and objectives. S/he will work closely with the respective State WASH Utility Engineer to ensure that the works are rehabilitated, improved, and constructed in line with the design, specification, scope, and national guidelines/standards.
- In addition, s/he will also support the Monitoring, Evaluation, and Learning (MEL) team, Governance and Capacity Building Specialist, and communication team in carrying out specific WASH infrastructure data collection, assessments, and documentation of success stories as well as preparing rehabilitation/improvement/construction progress supervision reports.
Essential Job Responsibilities
- Provide technical assistance in WASH construction/improvement/rehabilitation activities, including day-to-day monitoring/supervision of all WASH infrastructure construction/rehabilitation works in the proposed Ogwashi-Uku Central and Ogwashi-Uku General Hospital Water Supply Schemes in Delta State.
- Responsible for on-site day-to-day quality checks and management of infrastructure supervision activities, to ensure compliance and effective use of project resources, and suggesting results-based construction supervision solutions to the WASH Utility Engineer and Senior Infrastructure Manager.
- Implement control measures to accurately measure the works completed by the contractor for the State WASH Utility Engineer to certify.
- Support the State WASH Utility Engineer in managing contractors by reviewing progress, measurement of works, and ensuring adherence to contractual obligations and organizational policies and standards.
- Record and maintain a daily register and site reports.
- Contribute to weekly/monthly/quarterly progress reports to record construction progress, payments, and issues covering the water supply schemes in the state and submit them to the WASH Utility Engineer.
- Attend regular site meetings about issues related to the works contracts and associated work and related activities.
- Check the correctness and completeness of As-built drawings submitted by the contractor and submit comments for correction to the WASH Utility Engineer.
- Ensure accuracy and completeness of records and ensure that works are implemented per the agreed schedule of work, scope, and budget.
- Support with commissioning of works and drafting of completion certificates.
- Support the State Water Agency in following up with the supervision, operation, and maintenance of the completed works and facilities.
- Support the State WASH stakeholders to ensure compliance with quality standards.
- Work closely with the communications team on the documentation and dissemination of lessons learned, best practices, and success stories from the project.
- Work closely with the Governance and Capacity Building Specialist to build the capacity of the SWA on the operation and maintenance of the facilities.
- Carry out any other work or assignments as instructed by the WASH Utility Engineer and Senior Infrastructure Manager.

Accountability:
- Reports Directly To: State WASH Utility Engineer.
- Works Directly with: The State WASH Utility Engineer, technical team, MEL team, Governance and Capacity-Building Specialist, and Communication Officer.
Key Working Relationships:
Internal:
- Supervision of quality work and ensure compliance with agreed standards. Also liaise with MEL staff, and other technical staff to ensure tracking and documentation of infrastructure-specific indicators.
External:
- Key functions include representing MC in various forums and forging relations with the government, sector stakeholders, and the beneficiaries. Also, work with the Infrastructure Quality Assurance Advisor to ensure that the STWASH mandate for quality service delivery is implemented in tandem with the project documents.
Knowledge and Experience
- B.Sc in Civil / Water EEngineering / Construction Engineering (or related field) with significant knowledge and experience in the supervision of WASH facilities and systems. Excellent knowledge of design and visualization software such as AutoCAD, and Civil 3D Prokon.
- At least 5 years of progressive experience implementing and supervising WASH and other WASH-related projects in South-South and South-East Nigeria, preferably in an NGO setting.
- Have solid working knowledge and practical skills in WASH infrastructure design, construction supervision, and site management.
- Knowledge of water quality, water supply, sustainability management, and stakeholders’ management
- Have a good understanding of State WASH Policies and Guidelines.
- Have a good grasp of the challenges facing WASH in urban settings.
- Strong organizational and communication skills.
- Knowledge of the South-South and South-East’s geographical terrain, culture, and language.
- Demonstrated ability to multi-task and process information into actionable and implementable strategy.
Skills and abilities:
- Proven ability for quality delivery
- Ability to transfer skills and knowledge through, training, mentorship, and accompaniment.
- Demonstrated ability to work with and in teams.
- Excellent written and oral communication.
- Excellent computer skills (Microsoft Office), WASH data collection software, etc.
